A historical list of known issues and data outages, current status, and a schedule of upcoming outages is provided by the JPL RapidScat Project and maintained by the NOAA NESDIS Project here:

It should be noted that this list is tailored for near-real-time (NRT) access users. RapidScat data at PO.DAAC is considered "science quality" and therefore is provided at a 7 day latency.
